The White House later released its own statement underscoring that the letter was "introductory" and written at the request of Paul.

Paul, one of the few Republicans to defend Trump's July 16 performance in Helsinki, said he had travelled to the Russian capital to encourage diplomacy amid tense relations between Moscow and Washington. After the summit, Paul and Trump discussed the senator's planned meetings with Russian officials and the messages the president wanted Paul to convey to them.

"I was honored to deliver a letter from President Trump to President Vladimir Putin's administration", Paul wrote.

Kremlin spokesman Dmitry Peskov said that a letter from Trump to Putin had been delivered by diplomatic channels, the Interfax news agency reported.

There has been no indication that a Putin-Paul meeting will take place.

The president has called special counsel Robert Mueller's investigation into possible ties between his campaign and Moscow a "witch hunt". And the letter came the same day the State Department announced it would impose new sanctions on Russian Federation after determining its government had used chemical or biological weapons in violation of worldwide law in the nerve agent poisoning of former spy Sergei Skripal and his daughter, Yulia.

Damani Bryant Felder, a Trump supporter, pointed out that given how prolifically leaky the administration is, if the Russians had something on Trump we would know by now.

Congressman Massie suggested in an interview with Breitbart News that America and the world will benefit from the increased dialogue between the two countries. A meeting between Paul and Putin has not happened and isn't expected to happen at the moment.

A reported text of the draft bill published Wednesday sent Russia's ruble to lows against the dollar last seen in April.
