Officer Who Didn’t Step In When Woman In Puerto Rico Shirt Was Harassed Resigns

Forest Preserves of Cook County officer Patrick Connor resigned late Wednesday while officials investigate his response to a woman who said she was being harassed for wearing a shirt with the Puerto Rican flag. In the video, Irizarry is approached by a man, identified by authorities as 62-year-old Timothy Trybus, who tells her she should not be wearing the Puerto Rican flag shirt in the US, and asks "Are you a citizen?"

Prosecutors are considering whether to file hate crime charges in the case, Cook County state's attorney's spokeswoman Tandra Simonton said Thursday.

Timothy Trybus, 62, originally faced misdemeanor assault and disorderly conduct charges for the incident where he angrily confronted the woman and told her she "shouldn't be wearing that" - referring to the shirt.

As for Trybus, he was released on bond and has a court appearance scheduled on August 1. But it became widely known this week when a video of the encounter was posted on social media, prompting condemnation from many local activists and politicians and from the governor of Puerto Rico. "Are you a United States citizen?" She said she was thankful officials recognized the behavior of the officer was wrong.

Video of the June 14 incident shows the officer didn't respond.

For several minutes the man berates Irizarry and at one point stands a few inches from her.

"It was truly appalling, gut wrenching and a real wake up call", Cook County Commissioner Luis Arroyo Jr. said.

He added: "The United States of America is a nation that was built and thrives on diversity".

Besides the man's actions and comments, it was the apparent inaction of a forest preserve police officer, seen in the background, that elicited heavy criticism.

Officer Patrick Connor had been placed on desk duty pending an investigation into the matter, and was scheduled to attend a hearing with his bosses on Thursday, the Chicago Sun-Times reported. Other officers eventually arrived and arrested the man.

'People have just as much right to be here as you do, ' she can be heard telling him in the clip. "At the same time, this video will help inform ongoing officer training so we can all learn from this unfortunate episode". As Trybus continues to harass her other officers arrived and a female police officer finally steps in on behalf of Irizarry.

"OK, OK", Ms Irizarry says, trying to placate him. President Woodrow Wilson in 1917 signed into law the Jones-Shafroth Act, granting US citizenship to residents of Puerto Rico.

The anger over the incident also attracted the attention of Puerto Rico Gov. Ricardo Rosselló. This is not the America we all believe in'.
