On the other hand, Duterte thanked Congress for the swift passage of the East of Doing Business Act which is significant in the fight against corruption and in improving service delivery.

In his speech on July 23, 2018, Duterte said that his government would "continue to reach out to all nations regardless of their prevailing political persuasions or proximity to or distance from our shores so long as these nations wish (the Philippines) well".

A leadership change, however, prevented the ratification from happening.

Meanwhile, Duterte said he will sign within 48 hours the Bangsamoro Organic Law (BOL).

He also urged the two houses of Congress to convene the bicameral conference committee and pass "at the soonest possible time" the bill establishing the Coconut Farmers' Trust Fund.

Presidential Spokesperson Harry Roque made the statement after the House of Representatives has finally ratified the measure on Tuesday.

Ebrahim Murad, chairman of the separatist Moro Islamic Liberation Front (MILF), said he was confident the law would help bring splinter separatist groups back into the political fold and eliminate prospects of any incidents like Marawi.

While the establishment of the current Autonomous Region in Muslim Mindanao (ARMM) is the result of negotiations between the government and the MNLF, the Bangsamoro Organic Law has been forged as a result of the peace agreement that MILF signed with former President Benigno Aquino III in 2014. The ARMM groups the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi.

The law has an opt-in provision, allowing neighbouring areas to join the Bangsamoro, following a petition signed by at least 10 per cent of voters.

Block grant: An annual block grant, pegged at a 5% share of the national internal revenue or some P59 billion, would also be automatically appropriated to the region without any conditions.

Next comes an October referendum, where a positive result would let Duterte appoint an 80-member panel to set up a parliamentary system loosely patterned on Malaysia's federal government.

Despite having its own government, the Bangsamoro would not have its own military or police force, as security would remain the responsibility of the national government.
