Davidson said the policy is "in tatters" after a majority of MSPs on Holyrood's education committee delayed publishing a report on the legislation needed for the scheme to be introduced. Although Mr Swinney produced a draft code, he later had to withdraw it after it was savaged as confusing and legalistic.

The Scottish Conservative leader branded the policy a "mess" at First Minister's Questions on Thursday.

"Can she simply concede that so we can all move on?"

In response, the children and young people (information sharing) Scotland bill was published in June.

Sturgeon replied: "The Scottish Government will proceed with its named person plans for the simple reason that they are in the best interests of children, particularly vulnerable children, across the country".

"In the meantime, we will get on with the important work of developing that practice", the SNP leader said.

It is the latest setback for the scheme, in which every child would be assigned given a named person, usually a teacher or health visitor, for their protection.

"If this is about the protection of children rather than political point-scoring, then I think that's the way all of us should be determined to proceed".

The Supreme Court ruled a year ago the information-sharing provisions included in the original legislation was unlawful as it did not comply the European Convention on Human Rights.

That has not happened, so the committee has been unable to produce its report.

Ms Sturgeon said a host of organisations working with children - including C hildren in Scotland, Aberlour, Action for Children and Enable Scotland - had wanted the committee to give the general principles of the new Bill their backing.

However, Ms Davidson said organisations who had given evidence to the committee had been "lobbied by the Scottish Government " prior to doing so.

The Conservative MSP demanded to know if the First Minister "honestly" believed the named-person policy could be "salvaged".

The move not to prepare a first stage report by the committee means that the bill can not go the Scottish Parliament for approval, resulting in yet another lengthy delay for the legislation.
