Attorney-General George Brandis has labelled same-sex marriage a "very, very important human rights reform".

It is not known if Senator Paterson's bill is the same bill that Western Australian Liberal MP Ian Goodenough said a collection of a dozen conservative MPs were working on creating, or if there are still more alternative bills to be put forward.

The debate on the Smith bill is expected to start on Thursday and carry through to the next parliamentary sitting week, beginning in late November.

Adding: "Are we going back to a time in Australia where there were signs outside a shop saying who they would serve and who they wouldn't?"

The Senator from Victoria said his bill would allow any Australian to declare that they would not participate in a same-sex wedding if it violated their religious beliefs.

"If it's legally and morally wrong to discriminate against one gay person, I don't know how it becomes right to discriminate against two".

Senator Paterson said his bill would also include provision for people who were not religious to object to being involved in a same-sex marriage, if it went against their beliefs.

Mr Turnbull, a supporter of same-sex marriage, said any bill that allowed businesses to deny services for a gay wedding "would have virtually no prospect of getting through the Parliament".

Almost 80 per cent of eligible Australians took part in the voluntary poll, a return rate that compares more than favourably with the 91 per cent who voted at the compulsory 2016 federal election.

A majority yes vote will see a private members' bill be introduced in parliament to legalise same-sex marriage in Australia, Malcolm Turnbull said in October.

Ultimately it was up to parliament to decide which bill was the "vehicle to facilitate" the parliamentary debate.

It is unclear when Senator Paterson will introduce his bill into the Upper House for debate or whether he will use the plan as the basis for amendments to Senator Smith's version.

The survey result will announced on Wednesday. If successful, the Prime Minister has said that parliament should resolve the issue before they break for Christmas.

Cabinet minister Mathias Cormann said his personal instinct was the Smith bill was "probably a good starting position" because it had been subject to a cross-party Senate committee process.

"There will no doubt be plenty of amendments and.at the end of it they will come to a conclusion on an amended bill".

Nearly 80 percent of Australia's registered voters have responded to a government-commissioned two-month postal survey on whether Parliament should lift the country's prohibition on same-sex marriage.
